Select an app type as "Business" and click the Next button at the bottom. You will see the Get Started link if you still need to create a Meta for Developers account. You can use an app created on Meta on both Sandbox and Go-live. Sandbox is a test integration where you can use a Meta phone number to send and receive messages.
